Ministerial Instructions determining Requirements for Technologists and Technicians of Level 5, 6 and 7, and Construction Services they are Authorised to Perform

Ministerial Instructions 2 of 2022

The Minister of Infrastructure;Considering that existing laws governing building in Rwanda focus on professionals with at least a university degree in civil engineering;Considering that there are building professionals who are at grades 5, 6 and 7 who are not covered by laws governing building in Rwanda, and there is no provided way for monitoring them and hold them accountable in their building works;Considering that the building permit online application system does not recognise them as building professionals;Upon consultation with the Minister of Education;ISSUES THE FOLLOWING INSTRUCTIONS:

Article One – Requirements for admission to practice construction services for technologists of level 7

For a person to be authorised to practice the construction services for technologists of level 7 in Rwanda, the person must comply the following:to be a Rwandan;to hold an Advanced Diploma in construction technology;to be member of the Institute of Engineers; andto fulfill other conditions as set out by the rules of the Institute of Engineers.

Article 2 – Construction services for a technologist of level 7

The main construction services for a technologist of level 7 are the following:to conduct technical studies of his or her qualification;to do the structural design and planning;to supervise construction works of buildings;to apply for construction permits for building category 2 and 3 permitted for;to perform construction works for all buildings in category 1, 2 and 3; andto carry out other construction works related to his or her field on other categories of the building under the supervision of the competent person.

Article 3 – Requirements for admission to practice construction services for technicians of level 6

For a person to be authorised to practice construction services for technicians of level 6 in Rwanda, the person must comply with the following:to be a Rwandan;to hold a diploma of level 6 in Construction Technology;to be member of the Institute of Engineers; andto fulfill other conditions as set out by the rules of the Institute of Engineers.

Article 4 – Construction services for a technician of level 6

The main construction services for a technician of level 6 are the following:to do construction and supervision of building works of category 1 and 2;to perform construction works for all buildings in category 1 and 2 as well as performing their structural designs;to apply for construction permits for building in category 1 and 2; andto carry out other construction works related to his or her field on other categories of the building under the supervision of the competent person.

Article 5 – Requirements for admission to practice construction services for technicians of level 5

For a person to be authorised to practice construction services for technicians of level 5 in Rwanda, the person must comply with the following:to be a Rwandan;to hold a certificate of level 5 in construction works from a legally recognised Technical and Vocational Education and Training or A2 in Construction;to be member of the Institute of Engineers; andto fulfill other conditions as set out by the rules of the Institute of Engineers.

Article 6 – Construction services for a technician of level 5

The main Construction services for a technician of level 5 are the following:to perform construction works for all buildings in category 1 and 2; andto carry out other construction works related to his or her field on other categories of the building under the supervision of the competent person.

Article 7 – Commencement of these instructions

These instructions come into force on the date of their publication in the Official Gazette of the Republic of Rwanda.
