The Minister of State in charge of Mining;Pursuant to Law n° 13/2014 of 20/05/2014 on mining and quarry operations, especially in Article 4;Pursuant to Ministerial Order n° 003/MINIRENA/2015 of 24/04/2014 determining modalities for application, issuance and use of mineral and quarry licenses, especially in Article 26;After consideration and approval by the Cabinet, in its session of 14/10/2015;ISSUES THE FOLLOWING INSTRUCTIONS:

Article One – Purpose of these Instructions

These Instructions determine State quarries and their locations.

Article 2 – List of State quarries

State quarries are listed in the annex of these Instructions.

Article 3 – Rights to explore and exploit State quarries

The State or State entities and any other person allowed by the State reserve the right to explore and exploit State quarries.

Article 4 – Delineation of State quarry perimeters

The Minister in charge of quarries shall delineate State quarry perimeters.

Article 5 – Repealing provision

All prior Instructions contrary to these instructions are hereby repealed.

Article 6 – Commencement

These Instructions shall come into force on the date of their publication in the Official Gazette of the Republic of Rwanda.
