Chapter One
General provisions
Article One – Purpose of this Order
This Order determines the procedure for elections of the members of the Board of the National Council of Nurses and Midwives.Article 2 – Definitions of terms
For the purpose of this Order, the terms hereinafter listed shall have the following meaning:1ºThe Law: Law nº 25/2008 of 25/07/2008 establishing the National Council of Nurses and Midwives and determining its organisation, functioning and competence;2ºCategory: any of the following:a)general nurse;b)mental health nurse;c)midwife;d)nurse or midwife educator.Chapter II
Election process
Article 3 – Choosing candidates
All nurses and midwives in the Country have the right to choose qualified candidates who shall represent them in general elections.Article 4 – Eligibility to candidacy
The nominee is any person who qualifies to participate in elections with a possibility of being elected.Article 5 – Criteria for candidacy
The candidate shall:1ºbe a Rwanda national residing and working in Rwanda as a nurse or midwife;2ºpossess at least A2 certificate as a nurse or midwife;3ºbe on the list of applicant to be inscribed in the register of the National Council of Nurses and Midwives;4ºbe well behaved and rendering good services;5ºbe prepared to work with commitment for the National Council of Nurses and Midwives.Article 6 – Meetings for choosing candidates
Nurses and midwives in each District, working with public and private institutions, except those working in hospitals, shall meet to choose their candidates to represent them in general elections;Nurses and midwives in each hospital shall meet and nominate candidates to represent them in general elections;Each of the government approved nursing and midwifery school shall nominate candidates to represent it in general elections.Article 7 – Number of candidates
Each hospital and District shall nominate five (5) representatives according to their categories:1ºthree (3) candidates for general nurses category;2ºone (1) candidate for midwifery category;3ºone (1) candidate for mental health nurse category.Each of the approved public and private nursing schools shall nominate two (2) candidates to be elected to the position of a nurse or a midwife educator.Article 8 – Nomination forms
Forms and other relevant documents shall be prepared by the office of the National Council of Nurses and Midwives and delivered to all Districts, hospitals and schools at least (30) days before the election date.Each district and hospital shall receive five (5) forms and each one shall be used to nominate one candidate.Each approved school shall receive two (2) forms and each one shall be used to nominate one candidate.Each nomination form must bear the full name of the candidate, names and signatures of six (6) nurses or midwives substantiating the candidate’s eligibility.If there is no candidate who qualifies for a particular category among the group, the form must be left blank and shall be returned with other forms to the office of the National Council of Nurses and Midwives.A delegated representative shall return the forms to the office of the National Council of Nurses and Midwives.A bearer of the returned forms shall be issued with a receipt indicating the number of forms returned and received at the office of the National Council of Nurses and Midwives.The bearer of the form(s) shall confirm delivery of the forms to the Council of Nurses and Midwives of Nurses and Midwives by signing in the relevant book.A candidature shall be annulled and the person disqualified from electing or being elected if his/her nomination form is not completed as required.All forms must reach the office of the National Council of Nurses and Midwives not later than twenty (20) days before the election date. Failure to do so, the forms will no longer be valid.A representative who meets the requirements as stipulated under Article 5 of this Order and has the nomination form fully completed is entitled to vote or to be elected.Article 9 – Voting procedure
The voting procedures shall commence when at least two thirds (2/3) of the candidates are present.The voting process shall be organized in such a manner that the voting in each category is completed before proceeding to the next.A ministerial instruction shall determine the supervisors of the elections.Voting shall be by secret ballot.Article 10 – Counting votes
Counting votes and announcement of results remain a responsibility of the Ministry in charge of Health.Chapter III
Miscellaneous and final provisions
Article 11 – Future elections
In conformity with the law, the Minister in charge of health shall convene the first meeting of the Board members to elect members of the Bureau of the Board.Election of members to the Board shall be a continuous exercise. Such elections shall conform to the same procedures provided for in this Order.Article 12 – Repealing provision
All prior provisions contrary to this Order are hereby repealed.Article 13 – Commencement
This Order shall come into force on the date of its publication in the Official Gazette of the Republic of Rwanda.History of this document
