Ministerial Order determining Badges of Rwanda National Police relating to the Flag, Ranks and Logo

Ministerial Order 1 of 2012

The Minister of Internal Security;Pursuant to the Constitution of the Republic of Rwanda of 04 June 2003, as amended to date especially in Articles 120, 121, 169, 170 and 201;Pursuant to Law nº 46/2010 of 14/12/2010 determining the powers, responsibilities, organization and functioning of the Rwanda National Police, especially in Article 3;Pursuant to the Presidential Order n° 04/01 of 03/05/2012 on Specific Statute for Police Officers;Having reviewed the Ministerial Order no 003/08 of 11/11/2008 determining the dress code, ranks and badges for Members of the Rwanda National Police, especially in Article 3;After consideration and adoption by the Cabinet, in its session of 31/10/2012;HEREBY ORDERS:

Chapter One
General provisions

Article One – Purpose of this Order

This Order determines badges of Rwanda National Police relating to the flag, ranks and logo.

Article 2 – Police identification

A Police officer shall be identified by his/her service card issued by the Inspector General of Police. He/she shall also be identified by wearing uniform as well as by rank insignia showing his/her grade in the Rwanda National Police.

Article 3 – Badges

The signs showing badges of Rwanda National Police relating to flag, ranks and logo are found in the Annex of this Order.

Article 4 – Colour of the epaulettes on which ranks are embroidered

The rank’s badges of Police officers shall be embroidered on light blue slide on epaulettes.

Article 5 – Where ranks are worn

For Officers, ranks shall be worn on both shoulders while for Non Commissioned Officers and Police Constables ranks shall be worn on their right arm.

Article 6 – Use of badges

The use of badges in Rwanda National Police shall be established by the Inspector General of Police, after consultation with the Police High Council.

Chapter II
Final provisions

Article 7 – Repealing provision

All prior provisions contrary to this Order are hereby repealed.

Article 8 – Commencement

This Order shall come into force on the date of its publication in the Official Gazette of the Republic of Rwanda. It shall take effect as of 31/10/2012.

Annex

I – The police flag

A.Police ceremonial flagThe Police ceremonial flag shall be made of a nylon material of dark blue color, in rectangular form with a yellow circle surrounded by a yellow garland and bearing the Rwanda National Police golden logo.
B.Police ordinary flagThe Police flag shall be made from a polyester material of dark blue colour, in rectangular form bearing the Rwanda National Police blue logo.
C.Indoor flagIndoor flag with golden logo for use on special occasions and for display in the Inspector General of Police’s office.Indoor flag with golden logo for use on ordinary occasions in the Commissioners’ offices.Indoor flag with blue logo for use on ordinary occasions to be displayed in all Police offices not mentioned above.

II – Ranks

1.Commissioner GeneralThe rank of Commissioner General of Police shall have the pips of blue slide on epaulettes with golden colour design for rank badge, bearing the word “Police”, crossed tips staves surrounded by wreath with two (2) bath stars and a National Court of Arms above the stars and four golden oak leaf gorgets on a dark blue back-ground.
2.Deputy Commissioner GeneralThe rank of Deputy Commissioner General of police shall have pips of blue slide on epaulettes with golden colour design for rank badge, bearing the word “Police”, crossed tips staves surrounded by wreath with one bath stars and a National Court of Arms above the star wreath and three and a quarter golden oak leaf gorgets on a dark blue back ground.
3.CommissionerThe rank of Commissioner shall be pips of blue slide on epaulettes with golden colour design for rank badge, bearing the word “Police”, crossed tips staves surrounded by wreath with a National Court of Arms above the wreath and three and a quarter golden oak leaf gorgets on a dark blue back ground.
4.Assistant CommissionerThe rank of Assistant Commissioner of Police shall have pips of blue slide on epaulettes with golden colour design for rank badge, bearing the word “Police,” crossed tips staves surrounded by wreath with one (1) bath star above the wreath, and twisted strips on dark blue gorget.
5.Chief SuperintendentThe rank of Chief Superintendent shall have blue slide on epaulettes with golden colour design for rank badge, bearing the word “Police”, two (2) stars and a National Court of Arms above the star, and dark blue four centimeters (4cm) gorgets with vertical strips.
6.Senior SuperintendentThe rank of Senior Superintendent shall have pips of blue slide on epaulettes with golden colour design for rank badge, bearing the word “Police”, one (1) bath star and a National Court of Arms above the star.
7.The rank of SuperintendentThe rank of Superintendent shall have pips of blue slide on epaulettes with golden colour design for rank badge, bearing the word “Police” and a National Court of Arms.
8.Chief InspectorThe rank of Chief Inspector shall have pips of blue slide on epaulettes, with golden colour design for rank badge, bearing the word “Police” and three (3) bath stars.
9.InspectorThe rank of Inspector shall be pips of blue slide on epaulettes with golden colour design for rank badge, bearing the word “Police” and two (2) bath stars.
10.Assistant InspectorThe rank of Assistant Inspector shall have pips of blue slide on epaulettes with golden colour design for rank badge, bearing the word “Police” and one (1) bath star.
11.Chief SergeantThe rank of Chief Sergeant shall have pips of light blue oval-shaped bearing in white a dove between the two words “Rwanda” and “Police”.
12."Senior Sergeant"The rank of Senior Sergeant shall have pips of light blue colour with three (3) white “V” and a white diamond shaped above them.
13.SergeantThe rank of Sergeant shall have pips of light blue colour with three (3) white “V”.
14.CorporalThe rank of Corporal shall have pips of light blue colour with two (2) white “V”.
15.Police ConstableThe rank of Police Constable shall have pips of light blue plain epaulettes.

III – The police logo

Description

The Rwanda National Police logo shall be made by two (2) circles. The inner circle shall be depicted in deep navy blue colour bearing an elegantly white dove with two (2) olive branches. The outer circle shall be depicted in both navy blue and sky blue strongly bearing the Police motto “Service • Protection • Integrity” and the words “Rwanda National Police” both separated by two golden oak leaves on both sides of the logo.
