Ministerial Order determining Modalities for Deployment of Fresh Education Graduates in Public Education Institutions

Ministerial Order 12 of 2012

The Minister of Education;Pursuant to the Constitution of the Republic of Rwanda of 04 June 2003, as amended to date, especially in Articles 40, 120, 121 and 201;Pursuant to Organic Law n° 02/2011/OL of 27/07/2011 governing organisation of education;Pursuant to Law nº 22/2002 of 09/07/2002 on General Statute for Rwanda Public Service;Pursuant to Presidential Order nº 46/01 of 29/07/2011 governing modalities for the recruitment, appointment and nomination of public servants, especially in Article 27;After consideration and approval by the Cabinet in its session of 07/12/2011;HEREBY ORDERS:

Article One – Purpose of this Order

This Order determines the modalities for deployment of fresh education graduates in public learning institutions.

Article 2 – File of employment

The fresh education graduates shall be requested to fill their request files of employment and submit them to the service in charge of recruitments for the considered post.

Article 3 – Appointment

The fresh education graduates shall be appointed to the requested post in public and government subsidized schools without passing through the examination process.Teachers appointed by the deployment process as mentioned in paragraph One of this Article shall serve the State in teaching services for at least three (3) years.

Article 4 – Repealing provision

All prior provisions contrary to this Order are hereby repealed.

Article 5 – Commencement

This Order shall come into force on the day of its publication in the Official Gazette of the Republic of Rwanda.
