Ministerial Order providing Instructions for Establishing the Boarding System in Primary and Secondary Schools

Ministerial Order 8 of 2016

The Minister of Education;Pursuant to the Constitution of the Republic of Rwanda of 2003 revised in 2015, especially in Articles 121, 122 and 176;Pursuant to Law n° 23/2012 of 15/06/2012 governing the organization and functioning of Nursery, Primary and Secondary Education, especially in Article 4;After consideration and approval by the Cabinet, in its session of 14/05/2015HEREBY ORDER:

Article One – Purpose of this Order

This Order provides instructions governing the establishment of the boarding system in primary and secondary schools of general education.

Article 2 – Boarding system in primary schools

In public primary schools, Government subsidized primary schools and private primary schools, all pupils are day scholars.However, where there are reasons that make it impossible for some children to study and return home, the District requests in writing to the Ministry in charge of education to allow the school to create a boarding system, and the Ministry takes a decision the basis of the report of the public institution in charge of education quality.

Article 3 – Boarding system in secondary schools

In public secondary schools, Government subsidized secondary schools and private secondary schools, students are either day scholars or boarders.Internal rules and regulations of a secondary school approved by the School General Assembly determines the rules for management of the boarding arrangements including:responsibilities of parents with students who are boarders at the school;living conditions and discipline of students at the boarding school;responsibilities of the administration of the school;security at the boarding house;staff and necessary logistics.

Article 4 – Time limit for complying with the provisions of this Order

Primary schools a having boarding system are given a period not exceeding three (3) years from the date this Order is published in the Official Gazette of the Republic of Rwanda, in order to comply with the provisions of this Order.

Article 5 – Repealing provision

All prior provisions contrary to this Order are repealed.

Article 6 – Commencement

This Order comes into force on the date of its publication in the Official Gazette of the Republic of Rwanda.
