Ministerial Order determining a List of Plants or Plant Products that do not Require License or a Phytosanitary Certificate for Importation

Ministerial Order 14 of 2017

The Minister of Agriculture and Animal Resources;Pursuant to the Constitution of the Republic of Rwanda of 2003 revised in 2015, especially in Articles 121, 122 and 176;Pursuant to Law n° 16/2016 of 10/05/2016 on plant health protection in Rwanda, especially in Article 4;After consideration and approval by the Cabinet, in its session of 30/06/2017;HEREBY ORDERS:

Article One – Purpose of this Order

This Order determines a list of plants or plant products or any other material capable of spreading a pest or disease that do not require a license or a phytosanitary certificate for importation.

Article 2 – List of plants or plant products or any other material capable of spreading a pest or disease that do not require the license or a phytosanitary certificate for importation

A list of plants or plant products or any other material capable of spreading a pest or disease that do not require the license or a phytosanitary certificate for importation is in Annex of this Order.

Article 3 – Repealing provision

All prior provisions contrary to this Order are repealed.

Article 4 – Commencement

This Order comes into force on the date of its publication in the Official Gazette of the Republic of Rwanda.

Annex

List of plants or plant products that do not require a license or a phytosanitary certificate for importation

plant/plant product that cannot be propagated in Rwanda and cannot spread pests or diseases;plant/plant product properly dried or sterilized or inactive botanical specimens or herbaria provided they are free from soil or sand, in such way that they have no potential to spread pests or disease;plant/plant product cooked, processed, fermented, roasted, purred and preserved in such a way that it cannot spread pests or disease.
