Ministerial Order establishing the List of Activities and Projects Financed by the National Fund for Environment

Ministerial Order 3 of 2018

The Minister of Environment;Pursuant to the Constitution of the Republic of Rwanda of 2003 revised in 2015, especially in Articles 121, 122 and 176;Pursuant to Law nº 39/2017 of 16/08/2017 establishing the National Fund for Environment and determining its mission, organisation and functioning, especially in Article 7;After consideration and approval by the Cabinet, in its session of 14/09/2018;ORDERS:

Article One – Purpose of this Order

This Order establishes the list of activities and projects financed by the National Fund for Environment (FONERWA).

Article 2 – List of activities and projects financed by FONERWA

The list of activities and projects financed by FONERWA is in Annex of this Order.Subject to provisions of Paragraph One of this Article, the Board of Directors of FONERWA determines, each year, the types of projects and activities that have priority for financing.

Article 3 – Financing of activities and projects not included on the list

The Board of Directors of FONERWA has powers to approve financing of any activity or project not included on the list if it believes that the activity or project contributes to the environmental protection, climate change mitigation or climate change adaptation.

Article 4 – Repealing provision

All prior provisions contrary to this Order are repealed.

Article 5 – Commencement

This Order comes into force on the date of its publication in the Official Gazette of the Republic of Rwanda.

List of activities and projects financed

I.Projects and activities aiming at:ecosystem rehabilitation;sustainable land management;integrated water resources management;sustainable mining and quarrying;sustainable forest management;promotion and protection of biodiversity;pollution management and pollution control;promotion of green urbanization;water storage, conservation and irrigation;10°disaster management;11°promotion of renewable energy and efficient use of energy.II.Research and development activities as well as technology transfer in the field of environment and climate change; III.Environment and climate change mainstreaming.
