Article One – Purpose of this Order
This Order determines the list that constitutes each category of narcotic drugs. It also determine drinks and other unauthorised substances considered as narcotic drugs.Article 2 – Categorisation of narcotic drugs
Narcotic drugs, psychotropic substances, precursors and unauthorised drinks considered as drugs are classified into the following three (3) categories:1°very severe narcotic drugs;2°severe narcotic drugs;3°simple narcotic drugs.Article 3 – List of very severe narcotic drugs
The list of very severe narcotic drugs, psychotropic substances, precursors and unauthorised drinks considered as very severe narcotic drugs is in Annex I of this Order.The category of very severe narcotic drugs, psychotropic substances, precursors and unauthorised drinks considered as very severe narcotic drugs also includes all other controlled substances classified in Schedule I of international non-proprietary names specified in Annex II of this Order.Article 4 – List of severe narcotic drugs
The list of severe narcotic drugs, psychotropic substances, precursors and unauthorised drinks considered as severe narcotic drugs is in Annex I of this Order.The category of severe narcotic drugs, psychotropic substances, precursors and unauthorised drinks considered as severe narcotic drugs also includes all other controlled substances classified in Schedule II of international non-proprietary names specified in Annex II of this Order.Article 5 – List of simple narcotic drugs
The list of simple narcotic drugs, psychotropic substances, precursors and unauthorised drinks considered as simple narcotic drugs are is subdivided in the following subcategories:1°alcoholic drinks produced without complying with standards and other laws;2°chemical substances whose original intended use has been altered, and applied as narcotic drug;3°controlled substances classified in schedule III, IV and V of international non-proprietary names specified in Annex II of this Order.Article 6 – Other substances or drinks that may be considered as narcotic drugs
The Minister in charge of health may determine any other chemical substance, precursor or drink other than those listed in Articles 3, 4 and 5 of this Order and determine its category.Article 7 – Authorised use of narcotic drugs and psychotropic substances
The use of narcotic drugs and psychotropic substances is only authorised upon written prescription of a certified health practitioner.Article 8 – Repealing provision
Ministerial Order n° 20/35 of 09/06/2015 determining unauthorized drinks and other controlled substances classified as narcotic drugs, psychotropic substances and precursors and all prior provisions contrary to this Order are repealed.Article 9 – Commencement
This Order comes into force on the date of its publication in the Official Gazette of the Republic of Rwanda.History of this document
