Presidential Order determining the Electoral Constituencies, the Number of Women Members of the Chamber of Deputies Elected by Specific Councils in Accordance with the State Administrative Entities

Presidential Order 52 of 2013

We, KAGAME Paul,President of Republic;Pursuant to the Constitution of the Republic of Rwanda of 04 June 2003 as amended to date, especially in Articles, 112, 113, 121 and 201;Pursuant to Organic Law n° 29/2005 of 31/12/2005 determining the local administrative entities of Republic of Rwanda as modified and complemented to date, especially in Articles 2 and 4;Pursuant to the Law n° 27/2010 of 19/06/2010 relating to elections as modified and complemented to date, especially in Articles 102 and 109,On proposal by the Minister of Local Government;After consideration and approval by the Cabinet, in its session of 11/09/2013;HAVE ORDERED AND HEREBY ORDER

Article One – The purpose of this Order

This Order determines electoral constituencies and the number of women members of the Chamber of Deputies elected by specific organs in accordance with the state administrative entities.

Article 2 – Electoral Constituencies

The Provinces and the City of Kigali shall be the national administrative entities used to determine the electoral constituencies.

Article 3 – Modalities for distribution of seats

Distribution of seats shall be based on the size of population of each Province and City of Kigali.

Article 4 – Number of seats by electoral constituency

The twenty four (24) seats of women members of the Chamber of Deputies elected by specific organs in accordance with the state administrative entities shall be distributed as follows:Northern Province: four (4) seats;Southern Province: six (6) seats;Eastern Province: six (6) seats;Western Province: six (6) seats;City of Kigali: two (2) seats.

Article 5 – Provisions not provided for under this Order

What is not provided for under this Order shall be governed by existing electoral Law.

Article 6 – Authorities responsible for the implementation of this Order

The Prime Minisiter, the Minisiter of Local Goverment, the Minisiter of Finance and Economic Planning and the Minisiter of Justice/Attorney General are charged with the implementation of this Order.

Article 7 – Repealing provision

All prior provisions contrary to this Order are hereby repealed.

Article 8 – Commencement

This Order shall come into force on the date of its publication in the Official Gazette of the Republic of Rwanda.
