Presidential Order determining Modalities for Supporting Public Schools, Government-Subsidized Schools and Private Schools to meet their Objectives

Presidential Order 116 of 2015

We, KAGAME Paul,President of the Republic;Pursuant to the Constitution of the Republic of Rwanda of 04 June 2003 as amended to date, especially in Articles 112, 113, 121 and 201;Pursuant to Law n° 23/2012 of 15/06/2012 governing the organization and functioning of Nursery, Primary and Secondary Education, especially in Article 2;On proposal by the Minister of Education;After consideration and approval by the Cabinet, in its session of 05/08/2015;HAVE ORDERED AND HEREBY ORDER:

Article One – Purpose of this Order

This Order determines modalities through which the Government supports public schools, Government subsidized schools and private schools to meet their objectives.This Order concerns nursery, primary and secondary schools of general education.

Article 2 – Modalities through which the Government supports public schools

In order for public schools to meet their objectives the Government must:build new schools;rehabilitate schools in poor or damaged condition;equip the schools with working materials and provide them with operational funds;recruit the needed staff and provide them with continuous training and pay their remuneration;enrol students;motivate parents to participate in full development of the schools;develop curricula and other necessary didactic materials;follow up the teaching, learning and management of the schools;determine mechanisms related to knowledge assessment;10°issue certificates and diplomas.

Article 3 – Modalities through which the Government supports Government subsidized schools

In order for subsidized schools to achieve their objectives, the Government must support the owner, if necessary to:build new schools and rehabilitate schools in poor or damaged condition;equip the schools with working materials;recruit the school staff and pay their remuneration;enrol students;The Government must in addition:develop curricula and other necessary didactic materials;follow up the teaching, learning and the management of the schools;determine mechanisms related to knowledge assessment;issue certificates and diplomas;motivate parents to participate in the development of the school.

Article 4 – Modalities through which the Government supports private schools

In order for private schools to achieve their objectives the Government must:develop curricula and other necessary didactic materials;supervise the teaching, learning and management of the schools;determine mechanisms related to knowledge assessment;issue certificates and diplomas;motivate parents to participate in the development of the school.

Article 5 – Authorities responsible for the implementation of this Order

The Prime Minister, the Minister of Education, the Minister of Finance and Economic Planning and the Minister of State in charge of Primary and Secondary Education are entrusted with the implementation of this Order.

Article 6 – Repealing provision

All prior provisions contrary to this Order are hereby repealed.

Article 7 – Commencement

This Order shall come into force on the date of its publication in the Official Gazette of the Republic of Rwanda.
