Article One – Purpose of this Order
This Order establishes the special statutes governing the employee of Rwanda Food and Drugs Authority, abbreviated as “Rwanda FDA”.Article 2 – Organisational structure
Employment levels and related job positions appear in the organisational structure of Rwanda FDA.An employee of Rwanda FDA is appointed to a job position that corresponds to the employment level on the organisational structure.A Prime Minister Order establishes the organisational structure of Rwanda FDA.Article 3 – Modalities for recruitment of personnel of Rwanda FDA
Recruitment of personnel for Rwanda FDA is carried out through competition if the post:1°exists on the organizational structure;2°is budgeted for;3°is vacant.The required number of employee of Rwanda FDA is determined in accordance with the organisational structure of Rwanda FDA.Article 4 – Probation period
An employee who is appointed at Rwanda FDA is subject to a probation period provided for by the law establishing the general statutes for public service.However, a person who carried out professional internship in Rwanda FDA for a period of six 6 months is not subject to probation period if he or she is appointed to the job position on which he or she conducted professional internship.Article 5 – Transport facilitation to an employee under transfer
When Rwanda FDA transfers an employee to a location exceeding thirty kilometers (30 km) from his or her initial place of work, he or she is facilitated in transport.Article 6 – Salary and fringe benefits
The salary and fringe benefits for the employees of Rwanda FDA are determined by the Board of Directors of Rwanda FDA taking into account the specialty of their job positions and the financial capacity of Rwanda FDA, in accordance with the Rwanda FDA salary index grid and after consultation with the Minister in charge of Public Service and the Minister in charge of Finance.Article 7 – Medical care for an employee of Rwanda FDA
Rwanda FDA contributes for medical care for its employee and his or her dependents in accordance with laws governing health insurance for public servants.Rwanda FDA subscribes for health insurance to an employee who goes abroad for official mission.Internal rules and regulations of Rwanda FDA determine modalities of subscribing to health insurance for an employee who goes abroad for official mission.Article 8 – Official mission
In the interest of service, Rwanda FDA may send its employee for official mission in a country or abroad.Official missions within the country or abroad are approved by the Director General of Rwanda FDA.Official missions of the Director General or the Deputy Director General of Rwanda FDA are approved by the competent authority.Article 9 – Application of the Law establishing the general statute for public service
Matters not provided for in this Order are governed by the Law establishing the general statute for public service.Article 10 – Authorities responsible for the implementation of this Order
The Prime Minister and the Minister of Health are entrusted with the implementation of this Order.Article 11 – Repealing provision
All prior provisions contrary to this Order are repealed.Article 12 – Commencement
This Order comes into force on the date of its publication in the Official Gazette of the Republic of Rwanda.History of this document
