Article One – Purpose of this Order
This Order determines elective posts at the Village, Cell, Sector levels and the electoral college at each level.Article 2 – Elective posts at the Village level and the electoral college
At the Village level, the following five (5) members of the Executive Committee are elected:1°the Head of the Village;2°the in charge of social and civil affairs;3°the in charge of security, entry and exit from the Village;4°the in charge of information and training of the population;5°the in charge of development.The Executive Committee members are elected by all residents of the Village eligible to vote.At the Village level, two (2) female candidates are also elected, among whom the female Councilors who make up at least thirty percent (30%) of members of the Cell Council are elected. They are elected by all residents of the Village eligible to vote.Article 3 – Elective posts at the Cell level and the electoral college
At the Cell level, the elected members of the Cell Council are the following:1°the Councilors elected by the population eligible to vote residing in the Villages constituting the Cell, and each Village votes its one (1) representative;2°the Coordinator of the National Women’s Council at the Cell level elected by the members of the Executive Committee of the National Women’s Council at the level of the Villages constituting the Cell;3°the Coordinator of the National Youth Council at the Cell level elected by the members of the Executive Committee of the National Youth Council at the level of the Villages constituting the Cell;4°the Ccoordinator of the National Council of Persons with Disabilities elected by all persons with disabilities living in the Cell who are at least eighteen (18) years old and the parents or guardians of the children with a mental disability if those children have the right to vote;5°a representative of Head teachers of nursery schools located in the Cell elected by the Head teachers and teachers of nursery schools located in the Cell;6°a representative of teachers of primary schools located in the Cell elected by the Head teachers and teachers of primary schools located in the Cell;7°a representative of the private sector in the Cell elected by the members of the Private Sector Federation at the Cell level;8°female Councilors who make up at least thirty percent (30%) of members of the Cell Council elected by all residents of the Cell eligible to vote.The Bureau of the Cell Council composed of the Chairperson, the Deputy Chairperson and the Secretary, is elected by members of the Cell Council.Article 4 – Elective posts at the Sector level and the electoral college
At the Sector level, the elected members of the Council are the following:1°the Councilor representing the Cell in the Sector Council elected by all residents of each Cell constituting the Sector eligible to vote;2°the Coordinator of the National Women Council at the Sector level elected by the members of the Executive Committee of the National Women’s Council at the level of the Cells constituting the Sector;3°members of the Bureau of the National Youth Council at the Sector level elected by the members of the Executive Committee of the National Youth Council at the level of the Cells constituting the Sector;4°the Coordinator of the National Council for Persons with Disabilities at the Sector level elected by the members of the Executive Committee of the National Council of Persons with Disabilities at the level of the Cells constituting the Sector;5°a representative of the Head teachers of primary schools located in the Sector elected by the Head teachers and teachers of primary schools located in the Sector;6°a representative of the Head teachers of secondary schools located in the Sector elected by the Head teachers and teachers of secondary schools located in the Sector;7°a representative of Non Governmental Organisations operating in the Sector, elected by the representatives of those organisations;8°a representative of the private sector in the Sector elected by the members of the Private Sector Federation at the Sector level;9°a head representing hospitals, health centers or other health facilities operating in the Sector elected by medical doctors, nurses and midwives serving in the Sector.10°female Councilors who make up at least thirty percent (30%) of members of the Sector Council elected among female candidates elected in each Cell constituting the Sector.In all cases, the representative of the organs provided for in this Article must be Rwandan. When it appears that the head of an organ mentioned in this Article is a foreigner, that organ is represented by a Rwandan who follows according to the administrative hierarchy.The Bureau of the Sector Council composed of the Chairperson, the Deputy Chairperson and the Secretary, is elected by members of the Sector Council.Article 5 – Authorities responsible for the implementation of this Order
The Prime Minister, the Minister of Local Government and the Minister of Finance and Economic Planning are entrusted with the implementation of this Order.Article 6 – Repealing provision
All prior provisions contrary to this Order are repealed.Article 7 – Commencement
This Order comes into force on the date of its publication in the Official Gazette of the Republic of Rwanda.History of this document
